The REACH India team developed a rigorous grant application evaluation
process with sufficient checks and balances to ensure that the grant selection
process was fair and transparent. It was decided to roll out the project first
in Delhi, and then move to Jharkhand, Kolkata, Chhattisgarh, Mumbai and Northern
Karnataka (in that order).
